There is not going to be a way to get both 720 in anything, and also 1080 in only x265. But you can force a show to only download an x265 1080 copy, but not affect other shows. Create a new tag, that has x265 as a must contain, and then apply that tag to the shows that you only want in 1080p. I went to go download an old show hoping it would pull x265 encodes but it did not. I then checked with my indexer and there a ton of x265 options.
